投標人應具備的資格或業(yè)績(jì)：（1） 投標人是響應招標、已在招標人或招標機構處領(lǐng)購招標文件并參加投標競爭的法人或其他組織。任何未在招標人或招標機構處領(lǐng)購招標文件的法人或其他組織均不得參加投標。 （2） 除非另有規定，凡是來(lái)自中華人民共和國或是與中華人民共和國有正常貿易往來(lái)的國家或地區(以下簡(jiǎn)稱(chēng)“合格來(lái)源國/地區”)的法人或其他組織均可投標。 （3） 與招標人存在利害關(guān)系可能影響招標公正性的法人或其他組織不得參加投標。 （4） 接受委托參與項目前期咨詢(xún)和招標文件編制的法人或其他組織不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢(xún)。 （5） 單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標項目包投標。 （6） 本項目不接受聯(lián)合體投標。 （7） 只有在法律上和財務(wù)上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。 （8） 投標人應當于招標文件載明的投標截止時(shí)間前在中國國際招標網(wǎng)（以下簡(jiǎn)稱(chēng)“招標網(wǎng)”成功注冊（免費）。否則，投標人將不能進(jìn)入招標程序，由此產(chǎn)生的后果由其自行承擔。 （9） 投標人須取得在線(xiàn)氨氮儀制造商(投標人所投在線(xiàn)氨氮儀必須采用納氏試劑分光光度法)、在線(xiàn)濁度儀制造商和在線(xiàn)余氯儀(投標人所投在線(xiàn)余氯儀必須采用DPD比色法）制造商針對本項目的唯一授權（投標人是代理商時(shí)須具有制造商或中國地區或華南地區或廣東地區或廣州地區區域代理商出具的授權書(shū)，同一品牌的制造商或區域代理商只能授權一家代理商，同一品牌只允許一家單位投標，當同一品牌有二家或以上單位投標，則按照下面順序選擇唯一家有效投標單位，制造商＞中國地區代理商＞華南地區代理商＞廣東地區代理商＞廣州地區代理商＞中國地區代理商授權代理商＞華南地區代理商授權代理商＞廣東地區代理商授權代理商＞廣州地區代理商授權代理商）。 （10） 投標人須取得在線(xiàn)總有機碳儀制造商針對本項目的有效授權（非唯一），其所投品牌的總有機碳儀需具有國內市政供水行業(yè)的供貨業(yè)績(jì)，并需運行驗收1年以上。投標人需提供對應業(yè)績(jì)的用戶(hù)證明，證明文件需注明無(wú)需使用氣瓶，并注明運行驗收時(shí)間。 （11） a.若投標人是氨氮分析儀的代理商，則代理商的實(shí)收注冊資金不少于300萬(wàn)元（含300萬(wàn)元）人民幣；b.若投標人是氨氮分析儀的制造商，則為其提供進(jìn)口代理服務(wù)的代理商的實(shí)收注冊資金應不少于300萬(wàn)元（含300萬(wàn)元）人民幣。 （12） 投標申請人由2010年1月1日至招標公告之日起，所投品牌在線(xiàn)氨氮儀需具有國內市政供水行業(yè)的供貨業(yè)績(jì)，并需運行驗收1年以上。該業(yè)績(jì)必須是投標人直接供貨的業(yè)績(jì)，投標人需提供對應業(yè)績(jì)的最終用戶(hù)證明，證明文件需注明采用納氏試劑分光光度法，應附業(yè)績(jì)業(yè)主單位名稱(chēng)，相關(guān)聯(lián)系人及辦公電話(huà)。） a. 國產(chǎn)品牌在國外的業(yè)績(jì)除提供供貨合同復印件外，必須同時(shí)提供相應的證明資料（如出口報送單等），原件備查； b. 國外產(chǎn)品在國外的業(yè)績(jì)提供合同或中標通知書(shū)復印件等證明文件，原件備查； c. 國外產(chǎn)品在國內業(yè)績(jì)提供合同或中標通知書(shū)復印件等證明文件，必須同時(shí)提供相應的證明資料（如進(jìn)口報送單、用戶(hù)證明等），原件備查； d. 證明文件必須能證明相應測量范圍的大小的供貨業(yè)績(jì)； e. 國內業(yè)績(jì)提供業(yè)主單位名稱(chēng)、單位負責人姓名及聯(lián)系電話(huà)。
